The Russian helicopters without the Ukrainian engines far will not depart
The Zaporozhye public joint-stock company "Motor Sich" does not need special representation. To all readers even far from "defense industry", but from time to time visiting an air show "MAX" in Zhukovsky, it is known that "Motor Sich" is engines. Engines for Mi’s helicopters and KA, planes Be-200, An-148, An-124. All this equipment is actively maintained in the Russian Federation. But what there will be tomorrow with «critical knot» made in Ukraine? The president of the Russian Federation Vladimir Putin gave the indirect answer to it, having charged OPK of the country to get rid of import dependence. However, import substitution not so today’s initiative.
"Motor Sich" – the Ukrainian company with the Russian market. Meanwhile the list of projects speaks about impossibility in a year, two or three to replace all production of the Zaporozhye enterprise.
After Union disintegration the enterprise from state became private. And the most part of securities being ON "Motorostroitel" is concentrated, probably, at one or several individuals. According to the Ukrainian legislation information on the shareholders owning ten percent and more authorized capital therefore the exact structure of shareholders of "Motor Sich" can be estimated only roughly, according to indirect data is subject to disclosure only. At the same time analysts of the Ukrainian investment companies meet that not less than 76 percent of shares is supervised by management led by the former chairman of board of directors of JSC Motor Sich Vyacheslav Boguslayev. That fact also testifies to it that as of November 1, 2007 over 71 percent of shares was registered for nominal holders: 46 percent – behind limited liability company «the Guarantor Investment» (Zaporozhye) and more than 25 percent – behind MFS open joint stock company (Kiev), and by November the 2012th accounting of the property right to 73,29 percent of shares of PAO "Motor Sich" the nominal holder – CIAO carried out «Vseukrainsky depositary of securities» (Kiev). In the same place the rights to 14,99 percent of shares belonging to the individual were considered also. Thus according to information for investors from "Motor Sich" site the accounting of the property rights of shareholders of the company, open accounts in securities on the basis of the register of owners of the actions, received from the registrar in the course of a share issue dematerializatsiya were which enterprise, the keeper – limited liability company «the Motor Diler Firm as which founder PAO "Motor Sich" acted carried out.
"Motor Sich" – embraced and задушилВ the beginning of 2013 the size of authorized capital of JSC Motor Sich made 280 529 650 hryvnias (about 35 million dollars). Authorized capital is divided on 2 077 990 common registered stocks which have been let out in a paperless form by par value of 135 hryvnias each. Thus 79 percent of securities were in possession at 254 legal, and 21 percent – at 7061 individuals.
The number of known individuals – shareholders includes 26 people from enterprise governing bodies, in particular Sergey Voitenko – the acting as the head of board of directors, Pavel Zhemanyuk – the technical director, Alexander Boguslayev (Vyacheslav Boguslayev’s son) – the deputy of the Zaporozhye city council, the vice-chairman of the supervisory board, the deputy director of the Motor Sich CIAO international technical center, Peter Kononenko – the head of the Moscow representation of the enterprise and the general director of JSC Borisfen-Avia, Valentin Pasternak – the member of audit commission, Anatoly Tikhansky – the chief accountant, Vladimir Shirkov – the deputy director general on marketing and the member набсовета CIAO "Motor Bank".
The Ukrainian legal persons – shareholders of PAO "Motor Sich": JSC Garant Invest, JSC Garant Alpha, closed joint stock company «The Elena trading house, insurance company «the Motor the Guarantor» and so forth also were founded in due time by head enterprise.
In turn CIAO "Motor Sich" owns the corporate rights (more than ten percent of authorized capital) in 37 other enterprises being his associated subjects of managing.
For the Post-Soviet period of "Motor Sich" grew foreign assets. 59,5 percent of shares of JSC Orshansky aviaremontny zavod (RB) which occurred on February 14, 2012, and establishment on March 22 the 2012th JSC Vertolety Motor Sich became rather recent acquisitions on time. The last, contrary to information of auditors on a 55 percent share, is under absolute control of "Motor Sich".
Besides, in 2012 opening of the second turn of the Technical center JSC Motor Sich in the United Arab Emirates took place. In the new case of the center the remotorizatsiya of Mi-8 helicopters for the market of the Middle East and Africa is supposed.
Irreplaceable engine
Base of a present monopoly position former Zaporozhye ON "Motorostroitel" of a name of the 50 anniversary of the Great October socialist revolution, and nowadays "Motor Sich" STALEMATE, is the Soviet reserve on the organization of a mass production of a row turbo-propeller, turbovalny and the turbojets become a basis of the Soviet aircraft and remaining those still, even in realities of global productions. In the late fifties – the beginning of the 70th years of the last century ON "Motorostroitel" mastered production AI-20 and AI-24, TB3-117 and D-136, AI-25, AI-25TL, D-36 and D-18T.
"Motor Sich" – embraced and задушилК to the end of the 80th years when ON Vyacheslav Boguslayev headed, one of the largest aviadvigatelestroitelny plants of the USSR at whom more than 35 thousand people worked, let out annually from four engines to five thousand 25 updatings for 33 types of aircraft. These are gas-turbine engines AI-20, AI-24, AI-25, AI-25TL, AI-9, TB3-117, D-36, D-136, D-18T, TB3-117vma-SBM1, AI9-3B, D-36 of sulfurs. 4А, D-436T1/TP, VK-2500 for planes Il-18, Il-38, Be-12, An-8, An-10, An-12, An-32, An-24, An-26, An-30, Yak-40, L-39, K-8J, Yak-42, An-72, An-74, An-124 "Ruslan", An-225 "Mriya", An-140, An-74TK-300, Tu-334, Be-200 and helicopters Ka-27, Ka-28, Ka-29, Ka-31, Ka-32, Ka-50, Ka-50-2, Ka-52, Mi-8MT, Mi-14, Mi-17, Mi-171, Mi-172, Mi-24, Mi-25, Mi-26, Mi-28, Mi-35.
With disorder of the USSR of loudspeaker of production it was reduced, but engines of the Zaporozhye production still were required for installation on helicopters and planes of the Russian production. Now the enterprise makes, carries out tests, accompanies in operation and repairs 55 types and updatings of engines for 61 types of planes and helicopters of different function which are maintained in 109 countries of the world. In recent years at the enterprise the mass production of aviation engines AI-222-25, D-436-148, AI-450MC is begun, TB3-117vma-SBM1V for planes Yak-130, An-148, An-158, helicopters Mi-24, Mi-25, Mi-17, Mi-171 and preparation for mass production D-27, AI-222-25F, AI-25TLSh, AI-450M, MS-500 for planes An-70, L-15, L-39, Mi-2M helicopters is conducted, etc.
Helicopter engines of production of "Motor Sich" are a product with the steady sales market which main part is the share of the Russian Federation. Motors of the Zaporozhye production equip new Mi-26, military Mi-28H, Mi-35, Ka-32a11vs, Ka-31 and military transport Mi-8 (Mi-17). "Motor Sich" makes engines not only independently, but also ships on the Russian enterprises for final assembly engines of the type VK-2500 and TB3-117 of various updatings, and also D-136.
Except the market of Russia important for "Motor Sich" there is the Chinese market in a context of deliveries there the Russian helicopters. So, in December, 2008 the contract with the Chinese party on delivery of 63 TB3-117BM engines for Mi-171 helicopters is signed.
The price range of delivered production was very wide. In the 2012th TB3-117BM engine of a series 2 cost army aircraft of armed forces of the Ministry of Defence of Peru 1,12 million dollars, thus it was acquired at "Motor Sich" for 0,85 million dollars by the VIP-Avia Corporation company (Saint-Keats and Nevis). A year later similar operation repeated, however the prices raised to 1,15 million dollars and 0,87 million dollars respectively. The price of such engines for the Russian helicopter plants made 0,685 million dollars, and for JSC Klimov – less than half a million dollars without purchased units.
Not smaller demand, than helicopter cursors, use in Russia and plane D-436 engines which also are serially produced on JSC Motor Sich. In 2007 of PAO received addition No. 3 to the certificate POPPY of the D-436T1 type (TP) and began a mass production of engines D-436-148 for passenger An-148 planes. In 2008-2012 in the Russian Federation deliveries of 46 such engines are carried out. The price for VASO changed in a range from 1,84 million dollars in the 2008th to 2,2 million dollars in 2011-2012. Delivery was made without payment of customs duty on the following terms: a freight (transportation) is paid to a place of delivery of the city of Voronezh. In particular, in 2012 it is exported ten new D-436-148 on 2,2 million dollars for VASO, four new D-436-148 on 2,3 million dollars for GP "Antonov" through IFC and two new D-436-148 on 3,118 million dollars for "Borisfen-Avia" (payment in the Russian rubles) on terms of delivery to Moscow.
Two new D-436TP for the multi-purpose Be-200 amphibian are exported in December, 2012 JSC TANTK imeni G. M. Beriyeva (Taganrog) on 2,47 million dollars. One more same engine in November of the 2012th JSC Borisfen-Avia at the price received 2,4 million dollars (an equivalent in the Russian rubles). This engine on the former Soviet Union met with for the first time approval of the European agency on aviation safety (EASA) on compliance to the European standards of the flight validity as a part of the Russian seaplane of Be-200ChS.
Crucial for Russia there are also deliveries of engines AI-222-25 for all educational warplanes of Yak-130 which are ordered by the Ministry of Defence of Russia and let out by Irkut corporation for export. Assembly of engines is carried out by Salyut Gas Turbine Engineering Research and Production Center Federal State Unitary Enterprise which works in cooperation with "Motor Sich". From Zaporozhye receive gas generators, and on "Salute" do a "cold" part of the engine and make its final assembly. According to Boguslayev, in 2011 together with "Salute" 40 engines AI-222-25, in the 2012th – 64 were made.
Within counter deliveries "Salute" ships sets of "cold" parts AI-222-25 assigned to it to Zaporozhye where their final assembly is made for further deliveries under own export contracts with China. Support of operation of aircraft engines AI-222K-25 provided by the Ukrainian party, for ensuring flight tests of the educational and training L-15 plane is carried out. Delivery of aircraft engines AI-222K-25, AI-222K-25F and completing knots for the L-15 plane (the contract is signed in December of the 2005th) is carried out. The long-term contract with China on delivery of new modern engine AI-222K-25 is signed. In total during 2012 29 engines AI-222K-25 are tested, and 20 – AVIC International Holding Corp is shipped to the customer., at the price 1,765 million dollars everyone. Apparently, their completion in contour AI-222K-25F should occur already in China as the Ukrainian sources declared export to this period of such engines providing draft to 4200 kgfs on a forsazhny mode to supersonic educational warplane L-15.
Production of vintoventilyatorny D-27 engines for the An-70 military transport plane also is «the general child» "Salute" and "Motor Sich". According to the director general of JSC UK Objedinennaya dvigatelestroitelnaya korporatsiya (ODK) Vladislav Masalov, now the contract on manufacturing D-27 for An-70 is not present, and all 13 engines for carrying out tests were made.
Concerning prospects of its mass production it is considered or preservation of complete cooperation with "Motor Sich" at which the Russian enterprise will need to enclose about 80 million rubles in doizgotovleny equipments and some months, or finishing assembly and carrying out tests of the engine on the basis of "Salute" with receiving accessories from "Motor Sich" that will demand two billion rubles and two years on implementation of the project, or complete development of production of the engine which is estimated at five billion rubles and four years. The decision on a choice of one of three options will accept the Ministry of Defence of Russia.
It is critical important, but the least known direction is production in Zaporozhye of TRDD odnovalny engines R-95-300 (prod. 95, RDK-300, MS-400) which were used on subsonic strategic cruise missiles of the type H-55 and H-55CM. They were applied on aviation tactical missiles of the type H-59M, H-35 and ship type 3М10 and 3М24. The mass production of such engines was begun in Zaporozhye in 1982. The engine was issued a big series – in some years the volume of production reached 1500 pieces.
Despite statements that on new updatings of rockets engines of Russian "Saturn" are already established, 109 aviation turbojets with force of draft of 2,89 kN of the P95TM-300 type at the price of 192 thousand dollars everyone are acquired in 2012 by the Russian corporation «Tactical rocket arms» for installation on air surface rockets H-35.
Competitive projects
Besides the cooperation relations of "Motor Sich" it is known for implementation of the projects competitive to Russian. At the beginning of the 2000th years director Vyacheslav Boguslayev declared plans of creation of production of helicopter equipment in Ukraine. At the first stage of the program of the Ukrainian vertoletostroyeniye as a priority modernization of old Mi-8 and Mi-2 by installation of new engines acted.
In November the 2012th cabinet of Ukraine Vyacheslav Boguslayev is appointed by a genkonstruktor of Ukraine on creation and modernization of helicopter equipment. The same order approved the list of types of production which is subject to development and introduction in production and operation, and also modernizations under the direction of again appointed general designer. Within the received powers the enterprise should master work on major maintenance and modernization of helicopters, including by their remotorizatsiya. It is a question of helicopters of the type Mi-2 and Mi-8Т (П).
On the first type are carried out by ROC on Mi-2 helicopter modernization to the MSB-2 profile with installation of AI-450M engines (М1) and its certification with the new navigation and radio coherent equipment, and also start of the natural Mi-2MSB stand helicopter. It is considered that the project is in a completion stage though the certificate or addition to the type certificate, as well as the certificate of approval of production, is not hit yet.
With "Motor Sich" support since 2011 the production activity of failed state enterprise «Vinnytsia aircraft factory» is renewed and major maintenance of 38 Mi-2 helicopters is executed. For repair of the first of fifteen it was allocated 12 million hryvnias (about 1,5 million dollars), besides that a total contribution of the Zaporozhye enterprise to repayment of debts and production "V_AZA" modernization already reached 15 million dollars. After completion of procedure of sanitation it becomes the tenth plant – Motor Sich branch and JSC V_AZ will be called. For today except rescue and recovery operations at this enterprise works on preparation for modernization development on the profiles Mi-2MSB and MSB-2, including replacement of GTD-350 engines on AI-450M of the Zaporozhye production are carried out.
Other platform for a mass production of MSB-2 helicopters since 2015 defined JSC Orshansky aviaremontny zavod. As the director general of the enterprise Vladimir Troitsky declared, in the 2014th according to the contract at the enterprise should let out and begin certified tests of two Mi-2MSB. According to its version, their price will make 550-600 thousand dollars.
It is remarkable that "Motor Sich" with the same AI-450M engine also participates in the similar project of modernization of Mi-2 in Mi-2M option on JSC Rostvertol which is a part of holding «Helicopters of Russia».
Now certified and state tests within ROC "Dzhm_l" (Bumblebee) are carried out to MO of Ukraine of the upgraded Mi-8MSB helicopter (П), a number of records is established. As a result of October 28, 2011 the State aviaservice of Ukraine issued the additional certificate of No. DTV-0003 type on the Mi-8MSB helicopter with engine TB3-117vma-SBM1V of sulfurs. 4Е.
It was at different times supposed to begin release of remotorizovanny Mi-8MSB on a number of the various enterprises in Ukraine and abroad. At first as the head performer of works the Konotopsky aircraft repair plant was called. In the autumn the 2012th Boguslayev, answering a question of works place, told that "Aviakon" not absolutely approaches and the remotorizatsiya will become in Zaporozhye, on what 6,5 million dollars are already spent for a preparatory work and obtaining additional certificates. Possibly, it was connected with change of the status of plant during Ukroboronprom state concern creation. As a result in Zaporozhye JSC Vertolety Motor Sich which has received the certificate of approval of production of aviation equipment which was headed by the former director of aircraft repair plant "Aviakon" Alexey Enin is founded. There from Konotop the considerable part of his employees passed also.
Besides, according to Boguslayev, start of a remotorizatsiya of helicopters and at the Kiev aircraft repair enterprise «Plant of 410 HECTARES» prepared. According to information for December, 2013 performance there any works on the specified subject is stopped.
In November of the 2012th during the ceremony which has taken place in Shardzha (United Arab Emirates), Boguslayev noted that with start of the second turn of the Motor Sich Middle East center on helicopters new engines of the fifth generation which are created specially for the countries with hot climate can be established. The first Motor Sich CIAO technical center in the United Arab Emirates was open in December, 2007. It carried out service, deliveries of spare parts and repair of engines of production of "Motor Sich" for the helicopters which are maintaining in 25 countries of Asia and Africa.
The fifth and while JSC Orshansky aviaremontny zavod which has been actually acquired by "Motor Sich" at the beginning of 2012 became the main applicant for production of a remotorizatsiya. In September the 2013th factory manager Vladimir Troitsky reported that the business plan is calculated on repair of 20-60 helicopters in a year. Thus in the current year one Mi-8MSB is accurate and works by the second car come to an end. Both helicopters will carry over airline «Orsha Eyre», registered in August shareholders – owners of plant.
Still remains obscure and a question of real volume of production. There is no clarity and with orders. In April, 2012 Boguslayev declared that the portfolio of orders of Orshansky aviaremzavod the current year includes contracts on modernization of 19 helicopters: 12 cars for Mongolia and seven – for the government of Belarus that will provide the Belarusian asset of "Motor Sich" with orders until the end of the year. In the autumn the 2012th it declared that are signed the protocol with the large helicopter company from Yamal and the intention protocol on a remotorizatsiya of Mi-8 helicopters with Volunteer society of assistance of army, aircraft and to fleet (ДОСААФ) new engines T3-117vma-SBM1V. Re-equipment will be carried out at the Moscow helicopter and repair plant. At the end of November of the 2013th it was declared interest of Mexico in purchase of 14 Mi-8MSB.
It is difficult to predict prospects of both described projects of a remotorizatsiya. The following is authentic. The register of civil aircrafts of Ukraine as of December 6, 2013 turned on only two upgraded helicopters of the Mi-8MSB type: рег. number UR-MSF (manager. 9744312) and рег. number UR-MSB (manager. No. 9732911). A year before on the account the third upgraded helicopter – рег consisted also. number UR MOSCOW TIME (manager. 3618). As of December the 2013th additional certificate of No. DTV-0003 type it is recognized valid in the Republic of Peru and Republic of Belarus. About validation of the Ukrainian additional certificate in the Russian Federation and the Aviation register of the Interstate aviation committee, announced by Boguslayev in October of the 2012th while it is not known. Data on export of Mi-8MSB helicopters from the territory of Ukraine or Belarus to other countries also did not arrive yet.
To cooperate or not?
To get rid of the Ukrainian engine-building it is impossible. The prospect of strain of relations at the state level, of course, can be reflected in cooperation level in 2014. However the fact remains: the Russian helicopters without the Ukrainian engines will not depart yet.
Despite again actual import substitution, from the point of view of the situation which has developed in the market of helicopter equipment, "Motor Sich" has in a stock still dozens of years for implementation if not so mass export of new engines to the Russian customers, then guaranteed sale of services in repair, to technical support and delivery of spare parts for power plants of already being maintained park of helicopters of Mi and KA.
The main prospects of the company are still connected with the Russian market of the helicopters which steady growth is pledge of further prosperity of the Ukrainian enterprise. Already signed contracts allowed and allow Zaporozhetses to increase from year to year volume of production, in parallel trying to diversify the activity.
It caused, in particular, attempt of development of own helicopter program, both regarding a remotorizatsiya of available park, and in creation of new samples of similar production. As far as these attempts will appear successful, will show the near future, however it is necessary to notice that in the course of their realization of "Motor Sich" will face any more only the Russian industrial lobby initiating processes of import substitution in a part, concerned the Zaporozhye engines, but also with grandees of a world vertoletostroyeniye whom, having enormous resources and political weight, will try not force out "remaining" in the 90th years the Russian vertoletostroyeniye, but also not to allow appearance of new competitors in the person of the Ukrainian developers and producers.
