Together with aviation experts Russian BBC service tried to understand, whether it is possible to carry by in 2015 a bomb aboard the passenger plane as safety of preflight preparation and what its weak places is organized.
What rules regulate safety at the airports?

The association developed the accurate set of rules which should be observed at all airports of the world. The huge part of these rules is devoted to safety at the airports – technical, administrative matters, functioning of communication systems and flow of documents, preparation of the personnel and many other aspects. Only one standard questionnaire from what auditors of association use for an assessment of safety of the airports, consists of more than 50 questions placed on 112 pages.
Besides IATA requirements, each country forms own criteria of safety at the airports. In Russia a number of unique security measures, for example, works are an additional framework on an entrance in air terminals and creation of a 50-meter buffer zone round them.
"The mass of documents in the field of ensuring aviation safety, transport safety today operates… there is an air code which regulates all these questions at the airports. There is a large quantity of orders, decrees and federal aviation rules on safety. Recently there were some more acts – including the 16th Federal Law about transport safety where the airports also are mentioned. As if everything is covered. Everything that is possible and it is impossible – everything is covered and everything is made", – the director general of Aeroport association of civil aviation Victor Gorbachev speaks.

"That aboard carried by a bomb – is completely excluded. Not for 100 percent, and on 200. First, the safety system worked. Secondly, it is a charter flight from the resort. The person who just spent two-three weeks on the sea – it will put on itself an explosive belt and will enter? It is completely excluded", – he speaks.
On the other hand, experts agree, the explosive device quite could get aboard during filling and luggage loading. For depressurization of a luggage compartment would be rather explosive device in weight in 200-300 grams. Distribution of fragments of the plane on the ground – the tail was found at some distance from the main part of a fuselage – also does not contradict this version.

They, roughly speaking, clean salon, they clear a toilet, fill in any liquids, they fill it and so on. The luggage is loaded into luggage compartments.
